Payroll

The payroll department of PHSA – Provincial Health Services Authority processes residents payroll, acting as the central paying agency for all residents regardless of their working location.

It is important to ensure they have your updated banking and contact information on file, so if you switch banks or move you will need to contact Employee Records and Benefits at employeeRBsupport@phsa.ca to update your information.

As the central paying agency for all Residents, Payroll mails paystubs to home addresses. It is important to notify Payroll of any changes to your address or banking information.

Dues

Union dues are mandatory. Resident Doctors of BC is funded solely by its members’ dues, which enables us to negotiate and enforce the collective agreement. Dues are automatically deducted from your pay. These dues are tax deductible and the annual amount is noted on your T4.

Admin Allowances

Residents may notice admin allowances are not on their July pay stubs. This delay in payment occurs only in July, as information is gathered from the program offices, compiled, and then submitted to Payroll for processing. Any allowances not paid in this period will be paid retroactively on a future payday.

Admin allowances are paid monthly. If a program has more that one lead or principal per year, the allowance will be paid out according to the months designated by the respective program office. If the lead position is shared between two residents, the admin allowance will be paid to both leads on a bi-monthly basis (every second month), unless otherwise requested.

Payroll Periods

Although residents aren’t paid an hourly wage, their salary is represented on their paystub as a daily rate of 7.5 hours, which is 75 hours for a full two-week pay period. Residents are paid every two weeks, with payday being one week after the last day of a pay period.

Paystubs

  1. Net pay = Gross earnings - Total Taxes - Total Deductions

  2. Pay period begin date

  3. Pay period end date

  4. Business unit, Department, and Job Title – residents will have the department be shown as 12th-Oak regardless of their main site or Health Authority. The "Job Title" will show the Resident's PGY year.

  5. Gross Earnings - current and YTD totals shown. This is your total pay before deductions and the sum of your earnings listed in #10.

  6. Taxes – Sum of income tax, Canadian Pension Plan (CPP) and Employment Insurance (EI). Only current and YTD totals.

  7. Total Deductions - sum of current deductions listed in #11

  8. Net Pay for this paycheque and YTD totals

  9. Earning type (e.g. salary, call, stat pay) – number of earned hours in the pay period and hourly rate per type of earned hour by payment code

    Please note that most residents will have worked a combined 75h in a regular pay cycle. Stats are generally entered as a 7.5h placeholder at the salary rate during the period that the stat takes place in, while a -7.5h at the salary rate and a 7.5h at the stat rate will be added as an adjustment on a following paystub is the stat is worked by the resident. In rare cases, a 7.5h at the stat rate will be directly added to the pay stub for the period when the stat takes place.

    This sample paystub features many pay types, but most paystubs will feature a far shorter list of pay types. Common pay types include salary, xxCal/Call (for call stipends), MembReimb (CMPA), and ResMobAllo (tech stipend). Please note that many pay types are administered monthly (i.e., on every other pay stub.)

  10. Earning Amount – earned hours x hourly rate. Please check your salary, call etc. payments here for the pay period. As an example, the resident is paid $105 for a "Wk call" (weekend call) on this paystub. The resident can then refer to the Call Stipends timetable to check if the amount of call paid matches the amount of call they submitted for the corresponding block. (Please note that this specific paystub should not have included call, and thus the amount of call listed here corresponds with Block 1 calls in the 2023-2024 academic year, which was paid out twice on Sep 22 and Oct 6.)

  11. Summary of Deductions – both current and YTD totals are shown. For many residents, their RDBC dues will be the only entry here.

  12. Benefits – both current and YTD totals shown for Accidental Dismemberment and Death (AD/D), Group Life (GrpLife), and Benefits ER (includes Dental, LTD, Extended HealthBenefits). An asterisk (*) indicates taxable benefits. Only T4 related year to date values will be carried over from your previous pay statement.

  13. Leave balances – will show the amount of leave taken. Most full time residents who have not taken sick leave will have a balance of 815.63 (hours).

Remuneration Rates

Residents are paid in accordance with their program level. The current remuneration schedule is listed in Article 21 of the Collective Agreement.

Residents are paid $315 per Weekend In-Hospital, $210 per Weekend In-Hospital Overnight or Weekend Conversion, $140 per Weekday In-Hospital Call or Weekday Conversion, $105 per Weekend Day Call or Weekend Out-of-Hospital and $70 per Weekday Out-of-Hospital Overnight or Evening Call within the defined maximums. Furthermore, residents on-call who are called back can claim reimbursements for specific travel expenses.

Lastly lead residents receive additional pay based on the number of residents in their program, and the number of chiefs completing the additional administrative work.

Resident who work on a Statutory Holiday are entitled to additional pay, as per Article 11 of the Collective Agreement.

Following the pay increases of the 2022-2025 Collective Agreement, resident salary will increase annually each April for the term of the Agreement.
